Nuclear energy sits at the crossroads of power and security, offering nations a path to energy independence while reshaping global alliances and deterrence dynamics. As next-generation reactors and small modular technologies emerge, they promise cleaner, more resilient energy—but also raise challenges in proliferation, safety, and cyber defense. The future of energy security may depend on how nations balance nuclear innovation with responsible stewardship and international trust.

Our panel of speakers will include

  • Representative Cody Harris, Texas House of Representatives
    • Representative Cody Harris is a Texas A&M graduate, 5th-generation East Texan. Representative Harris brings a wealth of experience in public service, community leadership, and state governance, including his role as Chair of the Natural Resources Committee. With deep roots in his community and a passion for Texas values, Representative Harris continues to advocate for responsible resource management and the future of Texas. 
  • Dr. Kenneth Peddicord, Professor Emeritus and Senior Professor of Nuclear Engineering at Texas A&M University
    • With over 43 years of experience in academic, research and development, Dr. Peddicord brings expertise in nuclear workforce development, small modular and microreactors, the backend of the nuclear fuel cycle, and the international use of nuclear technology. 
  • Mr. Ray Rothrock, Venture Capitalist and Philanthropist
    • Mr. Ray Rothrock, a Distinguished Alumnus of both Texas A&M University and MIT, is trailblazer in venture capital and energy innovation. Mr. Rothrock brings decades of experience from Silicon Valley, where he’s led groundbreaking investments in energy, nuclear technology, cybersecurity, and climate solutions. With a career spanning Venrock, Silicon Valley, and global energy leadership, he continues to drive progress at the intersection of technology, sustainability, and finance.
  • Judge Philip Spenrath, County Judge of Wharton County, Texas
    • Judge Phillip Spenrath, County Judge of Wharton County, is a dedicated public servant, nuclear policy advocate, and a champion of STEM education in Texas. With over a decade of leadership in public policy, regional planning, and emergency management, Judge Spenrath has also championed STEM education and workforce development in the nuclear sector, partnering with Texas A&M Nuclear Power Institute.
