Artificial Intelligence is experiencing exponential growth and becoming a part of many areas of our lives — from healthcare and finance to transportation and entertainment. It’s changing the way businesses operate and how we connect with technology. We’re excited to explore how AI intersects with the national security challenges that governments are currently facing. Together, we aim to foster a dialogue that will enhance our understanding and readiness for the complexities that lie ahead in this new era.

Our panel of speakers will include

  • Moderator:  Gary Brown, Associate Professor of Practice Bush School
    • Gary D. Brown is an Associate Professor of Practice and the faculty lead for the cyber policy concentration at the Bush School of Government and Public Service, having joined in spring 2023. Previously, he taught at the National Defense University and served as a cyber policy analyst for the Department of Defense. With 24 years as a judge advocate in the U.S. Air Force, including senior legal advisor roles in combat operations and US Cyber Command, he brings extensive military and legal expertise. Gary has authored numerous works on cyber warfare and international law and contributed to the Tallinn Manual on Cyber Warfare. He holds a law degree from the University of Nebraska and an LL.M. in international law from Cambridge University.
  • Vice Admiral TJ White (Ret.), USN, former Commander, Cyber National Mission Force, USCYBERCOM
    • Vice Adm. T.J. White, a native of Spring, Texas, graduated from the United States Naval Academy in 1987 with a degree in Mechanical Engineering. He holds advanced degrees from the Naval Postgraduate School and the National Defense University. Initially a surface warfare officer on the USS Missouri, he transitioned to cryptologic warfare in 1992 at the NSA. His operational experience includes roles with U.S. Naval Forces Central Command and U.S. 7th Fleet. He has served in senior positions such as director of the Joint Military Intelligence Program and deputy director for Tailored Access Operations at NSA. As a flag officer, he was Commander of Cyber National Mission Force at USCYBERCOM before taking command of U.S. Fleet Cyber Command/U.S. 10th Fleet in June 2018. White has received numerous personal and unit awards throughout his career.
  • William “Chip” Usher, Senior Director for Intelligence, Special Competitive Studies Project
    • William “Chip” Usher is the Senior Director for Intelligence at the Special Competitiveness Studies Project. He previously spent 32 years at the CIA, where he held various executive roles and was a member of the Senior Intelligence Service, specializing in East Asia, the Near East, and Eurasia. Chip is committed to enhancing the U.S. Intelligence Community’s ability to provide timely intelligence to decision-makers and is a recognized expert on IC modernization. His insights have been featured in major publications, including the New York Times and Bloomberg News. Before his government career, he ran an import-export company in Nagoya, Japan. Chip holds a BA in Political Science from Duke University and an MS in National Security Studies from the National War College.
  • Dr. Deborah Frincke, Associate Labs Director, Sandia National Laboratories
    • Deborah Frincke is the National Security Programs Associate Labs Director at Sandia National Laboratories, managing projects for the Department of Defense and Intelligence Community. She previously served at the NSA as Director of Research and Science Advisor from 2011 to 2020, and has held leadership roles at Oak Ridge and Pacific Northwest National Laboratories. An ACM Fellow with a PhD in Computer Science/Security from UC Davis, Deborah has published over 200 works and received multiple awards, including the NSA’s Distinguished Civilian Service Medal. She also serves on the U.S. Strategic Command Strategic Advisor Group and the National Quantum Initiative Advisory Committee.
